Anthropic has opened a new office in Singapore and signed a Memorandum of Understanding (MOU) with the Ministry of Digital Development and Information, expanding its Asia-Pacific operations and formalising cooperation on AI safety, security and evaluation.
Announced on 14 October 2026, the company said the Singapore office is its fifth in the Asia-Pacific region. Anthropic said Singapore is among its most active markets globally and that its Claude models are used by local businesses and government services including GovTech Singapore, Grab and DBS.
“We’re committed to Singapore for the long term,” said Dale Finlay, General Manager of ASEAN at Anthropic. “Our customers here hold AI to an extremely high standard, especially when it comes to reliability and security. Having a team on the ground means we can get even closer to the organizations putting Claude to work on their hardest problems.”
The MOU was signed by Kai Fong Chng, Permanent Secretary of the Ministry of Digital Development and Information, and Anthropic co-founder Ben Mann, on the sidelines of Singapore International Cyber Week. Minister for Digital Development and Information Josephine Teo and Michael Sellitto, Anthropic Head of APAC Policy, witnessed the signing.
According to Anthropic, the agreement sets out cooperation areas including AI safety, security and model evaluation; research into AI adoption and its impact; and approaches to responsible adoption across public and private sectors.
“Singapore has been a leader in responsible AI, with a long track record of investment in model testing and evaluation,” said Mann. “We founded Anthropic on the belief that capability and safety have to go hand in hand. With this MOU, we’ll partner with Singapore to help ensure the transition to powerful AI goes well here, across Asia-Pacific, and around the world.”
“Singapore’s approach to AI has always been to enable innovation while keeping pace with its evolving risks. Trust is critical for businesses, workers, and the public to use AI with confidence,” said Chng. “This partnership with Anthropic reflects the Government’s commitment to scaling up the responsible adoption of AI, deepening capabilities in our companies and government agencies, and delivering impact for Singapore.”
Anthropic said its work with Singapore dates back to 2023, when it joined the Generative AI Evaluation Sandbox run by the Infocomm Media Development Authority and the AI Verify Foundation, and later worked with the organisations on a red-teaming project in English, Mandarin, Malay and Tamil.
Under the MOU, Anthropic said it plans technical exchanges with Singapore’s AI safety, security and assurance institutions focused on model evaluation, testing standards and incident response. The company also said it will explore ways to build AI skills, support responsible adoption by small and medium-sized businesses, and contribute research and data— including from its Anthropic Economic Index— as Singapore develops AI rules.
Anthropic said its latest Economic Index ranks Singapore second out of 121 countries in Claude.ai usage relative to population.
In government, the company said more than 1,500 engineers and technical staff at GovTech Singapore have adopted Claude Code for software modernisation and delivery, and that the Cyber Security Agency of Singapore is exploring potential uses for cyber defence. In financial services, Anthropic said DBS uses Claude in its Singapore operations for use cases including software development and productivity within the bank’s security and governance framework, and that GIC is rolling out Claude across investment and corporate services teams.
Anthropic also pointed to local private-sector deployments including Grab’s sales assistant BriX, use at Sea across customer service and software development workflows, and use by developer platform Supabase.
The company said senior leaders were in Singapore during the week to open the office and meet with customers, developers and policymakers, including hosting a Builder Summit Singapore for more than 300 developers and a separate community meetup attended by more than 700 people.
Anthropic said the Singapore office is now open and hiring.
