JTC Corporation (JTC) has awarded Certis with the JTC South-West Security Master Contract and which consolidates the security requirements for over 60 properties and land space distributed across a 150 square-kilometre area in South and West Singapore.
The JTC South-West Security Master contract is in line with the Security Industry Transformation Map (ITM) launched by the Ministry of Home Affairs in February 2018 that encourages companies to adopt outcome-based security contracts that focus on security outcomes rather than a fixed number of headcounts. By adopting outcome-based contracting instead of the traditional manpower-based contract where a fixed number of security personnel will be deployed, JTC and Certis can potentially overcome manpower-shortage issues and save resource costs.
The project will see Certis deliver its integrated Security+ solution which comprises a suite of advanced security services, integrated with supporting facilities management functions on a single technology-enabled solution.
As the contract covers a large area and diverse properties ranging from community spaces, industrial buildings and vacant land, this results in lack of oversight over properties, inflexible deployment of manpower and resources, limited response to incidents and the lack of physical deterrence. For instance, response time to incidents can take as long as an hour to travel from one end of the area to the other.
JTC and Certis have planned a two-phased implementation of Security+ over the period of the contract. The Security+ approach not only uses the outcome-based approach to more efficiently allocate resources, but will also enhance productivity by leveraging digital technology and providing training opportunities for security personnel.
Phase One will see Certis assess the security requirements of the properties and deploy security officers supported by remote monitoring through a centralised Security Operations Centre (SOC). This integrated security set-up allows for monitoring to be done at the cluster level, ensuring efficient deployment of manpower throughout all properties, as opposed to a fixed amount of manpower being confined to individual buildings.
The security officers will be trained to identify, report and conduct troubleshooting for basic facilities management faults such as faulty lighting and water leakage. In addition, security officers may be selectively cross-trained with knowledge to provide first-line response to electrical and plumbing facilities management issues, thereby improving productivity and building management. Certis roving teams will also patrol the cluster of properties. The patrols will ensure a swift response to any incident and provide a deterrent to illegal activities.
In Phase Two, which begins in 2Q2020, Certis will be rolling out Mozart, a multi-service orchestration platform which integrates data from smart operations including 150 streams of video analytics, 500 sensors and 1,200 CCTVs. The sensors include fire alarms, lift fault sensors and emergency call points for timely detection of incidents or safety risks. Mozart can then be used to coordinate recovery efforts and swiftly respond to these incidents.
Certis is also equipping security officers with Argus, an all-in-one smart mobile application which combines security reporting, tasking, and monitoring processes into a single platform. Argus enables security officers to be more productive and efficient, while giving them greater awareness of the tasks assigned to them. Smart data analytics will also be employed to allow Certis to make better-informed decisions in manpower deployment and the optimisation of resources to critical areas.
